The situation escalated after Bangladesh insisted on playing its World Cup matches in Sri Lanka instead of India. The Bangladesh Cricket Board cited security concerns linked to political tensions and recent events involving its players.
The ICC reviewed the request but refused to alter the tournament schedule, stating no verified threat justified a venue change. When Bangladesh held its position, the governing body moved ahead without them.
“The decision follows an extensive process undertaken by the ICC to address concerns raised by the BCB regarding the hosting of its scheduled matches in India,” the ICC said in a statement on Saturday.
“The ICC’s assessments concluded that there was no credible or verifiable security threat to the Bangladesh national team, officials or supporters in India.
How Scotland Took Bangladesh’s Place
With Bangladesh removed from the T20 World Cup, the ICC turned to the next eligible team. Scotland, the highest-ranked side to narrowly miss qualification, were formally invited to join the tournament.
Scotland will now compete in Group C, alongside England, West Indies, Italy, and Nepal, marking a major opportunity for the European side on the global stage.
This replacement avoids changes to the tournament start date, which remains February 7, and allows the ICC to proceed without restructuring the wider schedule.
The Political and Cricketing Flashpoint Behind the Decision
Despite Pakistan’s letter, the ICC has so far maintained its stance.
It has already conveyed to the BCB that:
- The tournament schedule will not be changed
- Bangladesh will not be allowed to play its matches in Sri Lanka
- India will remain the primary host
The ICC’s firmness suggests that the board meeting is more about finalising the decision rather than reopening negotiations.
Why PCB’s Move Matters, Even If It Changes Nothing
Bangladesh’s concerns were shaped by worsening political relations with India. Tensions increased after former prime minister Sheikh Hasina fled to India last year, but matters intensified when fast bowler Mustafizur Rahman was removed from an IPL franchise.
That incident sparked strong reactions inside Bangladesh, including restrictions on IPL broadcasts and a hardened stance on touring India.
“They did give us a 24-hour ultimatum but a global body can’t really do that. ICC will miss out on 200 million people watching the World Cup [if Bangladesh is removed]. It will be their loss,” BCB president Islam had said.
Bangladesh’s sports adviser confirmed the call came from the interim government.
“We are hopeful that ICC will give us the opportunity to play in Sri Lanka,” Asif Nazrul said.
That hope was ultimately rejected.

Pakistan’s Position Adds a New Layer of Uncertainty
The fallout has not ended with Bangladesh. Pakistan has publicly backed Bangladesh, pointing to past hybrid tournament models that allowed India flexibility while denying the same to others.
Pakistan already plays its World Cup matches in Sri Lanka due to long-standing tensions with India. PCB chairman Mohsin Naqvi said the final decision on participation now rests with the government.

“You can’t have double standards. Injustice has been done to Bangladesh. They should play in the World Cup, they are a major stakeholder in cricket,” Naqvi said.
